According to Alice Leurck, Lorrimer Sanctuary Director Patrick Scheuer ID'd the fungus as Black Knot Fungus.  Adds Alice: "I believe the tree is a Choke Cherry plant, per my recollection (it has been a while)."

Congrats to Tom Burr for getting the right answers…
