What's the story behind this little plaque on the Warden's Watch? Can anyone supply the details?

A wedding proposal, no doubt, but it would be nice to learn the back story.

No answers yet, but an addendum — my wife and I got married on the same platform nearly 17 years ago, with two Turkey Vultures flying overhead. How romantic!
